Reporting directly to the Program Development Manager, the Individual will be responsible for developing, managing and expanding our business process across all projects to ensure that all resourcing and retention deliverables and business development opportunities are achieved. The individual will be directly responsible for developing the ATG resource mobilisation business process from identification to retention strategies.


Our main clients are currently based in the US and EMEA and the DPS strategy is to grow the existing business and build business with new Clients and expand based on our strategic growth plans over the next 5 years.


To succeed in this position the candidate must have a strong background in Large project resourcing needs, particularly associated with ATG facility design and construction management. Life sciences experience would be advantageous in line with the diverse client base DPS support but is not mandatory.

Position Responsibilities:

The individual will be responsible for the development of mobilisation and retention strategies required to meet DPS ATG project schedules. The Individual will serve as the overall mobilisation manager in and sponsor role for all projects, overseeing the mobilisation plans of multiple projects in multiple global locations. The individual will work closely with local operations managers to develop key strategies for resourcing and mobilisation. The individual will also play an essential role in attracting new talent into DPS by developing strong candidate relationships and networks and by participating in promotional and proposal activities.


This person will :-


  • Be Semiconductor Experienced with an extensive network of Engineering, Design and Construction Management contacts.
  • Be familiar with Global Resourcing and Mobilisation process and systems.
  • Be experienced with Business process development processes and Standardisation of systems.
  • Be a very Good communicator with exceptional planning and presentation skills.
  • Be Experienced in working in Multi Time z809285.628427one environment.
  • Have experience in managing the resourcing and mobilisation plans of multiple engineering project budgets through approved scope changes, schedule changes, budget changes and contingency reallocations.
  • Have experience in providing technical leadership in the preparation of proposals in response to RFP/RFQ requirements, review bids and terms of sale.
  • Provide Business Development support to new engineering and construction business efforts including marketing support, proposal writing, and presentation support where necessary.
  • Working with central COE and HR partners to develop appropriate development initiatives for ATG Operations (including onboarding, development and mentoring programmes.
  • Develop, maintain and advances client relationships through client contacts.
  • Develop and implement a business plan and strategy to achieve company sales goals and profitability.
  • Manage existing and new relationships between customers by prospecting and active sourcing and work with operations teams to assess resource availability and assemble project teams.
  • Review market analyses to determine industry resourcing trends, availability, price schedules, and rates.
  • Monitor and evaluate the activities and BKM’s of similar company’s within our industry.
  • Deliver mobilisation and retention plans for the company in line with pre-agreed growth strategies and established Budgets.
  • Standardisation of Job descriptions, roles, progression paths, career development.
  • Automation and development of ATG Resourcing systems
  • Predictive determination of DPS ATG global resources based on Operational roadmaps.
  • Integration with existing hiring processes within the group to optimise onboarding requirements.
  • Integration with Operational Managers to develop resourcing and mobilisation roadmap.
  • Development and management of communication process with potential resources.
  • Standardisation of review process for existing and potential resources.
  • Development of aligned business process to ensure DPS ATG success on onboarding resources for our projects.



Skills level.


  • Degree or above with >10 years experience in Technology Industries
  • Must have a proven track record in recruiting and mobilisation within the facility design and construction engineering projects across semiconductor and or life sciences industries
  • Previous experience of “Base build” , “Tool Install” ‘’FAB Construction’’ and Construction Management is preferred.
  • Experience in conventional design and construction of alternative delivery methods (design-build, P3, modular etc.) is required.
  • Experience and background as an effective team lead; plan, organiz809285.628427e and execute multiple projects.
  • Must be highly motivated, responsive to change, proactive, strong decision maker and willing to take on new challenges.
  • Track record of success in new business development for design, engineering and construction projects.
  • Results oriented and customer focused.
  • Strong people management, interpersonal and communication skills.
  • Must possess strong writing and communication skills, outstanding presentation and negotiating skills.
  • 20-30% Travel Annually
