Technical Operations Manager (TOM) (Senior Level)


The Technical Operations Manager will act as our client’s owner representative, Part of the Project team that is responsible for the delivery of projects from concept through to handover, including initiation, planning, design, execution, monitoring, controlling and closure. The TOM co-ordinates the Engineering Design, Construction, Commissioning and Qualification activities on projects varying in size and scope. The TOM will be working as part of a multidiscipline project engineering team on site at Hoa Lac hi-tech park, Hanoi, Vietnam (if COVID-19 will not allow working in Vietnam work will be conducted remotely). Previous Project Management / Engineering experience in the Pharmaceutical/ Biotechnology industry is essential. The TOM will report directly to the Vice Chairman and his team.

Roles and Responsibilities
    As owner rep consult on project management from Conception through to handover.
    Supervise the generation of project scopes, estimates, schedules etc.
    Holds weekly project co-ordination meetings.
    Co-ordinates activities of the engineering and design groups within the project team and identifies when specialist services may be required.
    Co-ordinate and direct the preparation of Project Controls data, i.e. Schedules, Budgets and Resourcing Plans for the Design and Constructions project Phases. 
    Review progress and man-hour forecasts to enable corrective action decision making.
    Client liaison, attendance at project meetings etc. 
    Advise the project team on the delivering the installation, commissioning & qualification of the project ‎related GMP Utility Services/Systems to handover; HVAC, BMS, qEMS, Coldroom, ‎Purified Water, Chilled & Hot Water and Electrical Systems.‎
    Oversight the development of User Requirements for systems by engaging with the site operations, EHS, ‎maintenance, utilities, technical and quality teams ensuring that the proposed ‎solutions are acceptable.‎
    Resolve engineering issues of moderate scope with limited direct supervision.
    Serve as an information resource to validation technicians, contractors and vendors.

Education, Experience and Skills:
    Degree in Mechanical, Electrical, Chemical or Process Engineering. 
    8 years design experience in the Pharmaceutical and Biopharmaceutical sectors  
    Knowledge of Process, Mechanical and Utility Systems
    Must have practical experience in operation at the level of operation manager or above in similar type/siz916939.750536e projects within a GMP environment 
    Must have a good appreciation for designing systems/processes within a GMP environment.
    Must have a thorough understanding and application of engineering principles, concepts, industry practices and standards
    Must have the ability to recognise deviations from accepted practice as required.
    Must be able to apply knowledge of current Good Manufacturing Practices (cGMPs).
    Normally receives no instruction on routine work and general instructions on new assignments.
    Strong verbal, technical writing, project management and interpersonal skills are required.
