Reporting to the Project Director, the Project Manager is responsible for the successful delivery of projects to agreed scope, schedules, cost and quality. The Project Manager manages the client interface alongside working with internal cross functional disciplines to ensure work plans meet client needs effectively. We are seeking a mid/senior process SME with leadership capabilities and extensive experience in the BioPharma engineering project delivery.

Ideal candidates should have a strong understanding of GMPs and experience providing Project Engineering support in highly regulated BioPharma facilities. This individual will plan and manage the efforts of interdepartmental teams in the accomplishment of projects supporting manufacturing and facility operations. The Project Manager will be responsible for the planning and delivery of the project scope by managing a team of internal and external resources; tracking project performance against established targets (cost and schedule); monitoring, controlling and reporting on project status including risks and issues; and ensuring the successful return of the facility, equipment and/or system(s) to routine operations.

This position will be expected to work in our client’s site within Singapore Island.

Key Responsibility:

Provide engineering and technical support related to design, installation, start-up/commissioning, testing and qualification of manufacturing and infrastructure equipment and utilities/ facilities systems. 

Project implementation: Oversee all design, procurement, development, fabrication, installation and testing of all systems and equipment as specified and in accordance with all project requirements.

Oversee the preparation and hand-over to end users to enable successful operation of newly installed or modified systems and equipment.

Project planning: Work with functional area representatives to develop plans to successfully implement project scope while optimiz321631.885724ing resource investment and risk tolerance.

Project initiation: Work with project sponsors and solution providers to identify business drivers, project objectives and project requirements.

Must be able to consult and coordinate effectively with internal teams including Validation, Manufacturing, Quality, Safety, and Senior Management.

Must be able to consult and coordinate effectively with external contacts including A&E firms, construction or procurement vendors, and other regulatory agencies.

Develop cost and manpower estimates as well as implementation timelines. Management of assigned projects to agreed scope, cost, schedule and quality. Delivery of project in line with budgeted man hours and margin targets.

Creation and execution of project work plans. Revision as appropriate to meet client/project needs.

Produce accurate and consistent project reports as per client and operations requirements.

Ensure all activities to be in full compliance to Client Standard Operating Procedures & policies.

Resolve any project issues in a timely manner. Escalate urgent issues as required.

Review and approve project deliverables with project team members in line with required quality standards.

Ensure all project stakeholders are aware of deliverables, project status and key focus areas. Hold regular status update meetings with project team.

Effectively communicate relevant project information to Project Director. 

Coordinate with all design disciplines for the integrated design of such a facility covering concept design, basics of design and detailed design development and also on the feasibility studies, develop process P&ID and lead the process of mass balance/ flow calculations.

Lead projects of various complexities to support departmental initiatives and participate in various cross-functional teams to support process improvements. 

Communicate project requirements to vendors to obtain proposals for equipment and piping changes. 

Manage project implementation including oversight of selected vendors. 

Redline drawings to prepare the As-Built set and maintain the site master drawing. 

Build strong client relationships with a view to establishing long-term, repeat business links. Develop constructive, proactive working relationships.

Actively support business development activities, participate in client presentations and generate commercial proposals in response to customer RFQ’s.

To develop, organise and control programmes to eliminate existing or potential process/engineering problems and deliver plant improvements.

Provide technical backup to the operations teams in resolving complex process/plant problems.

Contribute actively to lessons learned process and other improvement/ optimiz321631.885724ation initiatives.

Education & Experience:

The candidate should have experience (10 years +) in process design or project management and implementation of BioPharma Engineering Facility Projects covering API, OSD, Biologics, Sterile Fill/ finish (preferred ) and Packaging lines. 

Bachelor’s degree in Engineering with Chemical/Process/Mechanical Engineering background is preferred.

The candidate should have worked directly with key global BioPharma Manufacturing Companies or been part of an engineering team for BioPharma facility design and implementation for major global BioPharma manufacturers and/or CMOs. 

Experience in the areas of new build / re-modelling and upgrading cleanrooms in the sterile fill/finish facilities for traditional biologics and vaccine industry are preferred.

Strong knowledge of biotech processing manufacturing, facility design, process and control systems are required.

Expert knowledge of Project Management methodologies and life cycle including ISPE good practice is required.

Strong understanding of industrial and cGMP requirements, Engineering Life Cycle and associated quality systems.

Experience facilitating meetings and establishing safe practices in a cGMP environment.

PMI/ PMP qualification or equivalent is preferred.

Demonstrated ability to successfully win and deliver business projects.

Proficiency and experience with construction contracts.

Working knowledge of documents such as P&IDs, URS, FRS, and qualification documents. 

Familiar with Singapore Code of Practices associated with fire-safety, general building structural and architectural codes, National/ Inter-national Standards and Regulations. Able to perform studies by means of utiliz321631.885724ing consulting engineers and architects so as to design the required addition and alteration work with the right method, materials, and procedure so as to ensure that the client achieves the relevant approvals from the required authorities.

Ability to lead but also plan, execute, and document the projects independently.

Must have strong, hands-on abilities as well as project management expertise.

A key skill/knowledge in process safety is preferred.

Must have a strong understanding around process engineering as well.
