Reporting to the Project Controls Manager, the Cost & Contracts Lead will manage all aspects of the Commercial & Contracts Administration associated with Budget Estimating, Cost Reporting and Contract Control. He/she will work with multiple blue-chip Life Science clients on projects from concept stage through to completion. Working with multi-disciplinary teams, the successful candidate will be responsible for executing, managing and coordinating a team  of Cost and Contracts Administrators (QS’s) in the generation of key cost, contract and commercial deliverables.

About the Role

Reporting to the Project Controls Manager, the Cost & Contracts Lead will manage all aspects of the Commercial &
Contracts Administration associated with Budget Estimating, Cost Reporting and Contract Control. He/she will work
with multiple blue-chip Life Science clients on projects from concept stage through to completion. Working with
multi-disciplinary teams, the successful candidate will be responsible for executing, managing and coordinating a team  of Cost and Contracts Administrators (QS’s) in the generation of key cost, contract and commercial deliverables.


Core Responsibilities

  • Lead and manage a Contracts and Commercial team in the effective delivery and administration of all aspects of Costs, Contracts and reporting in DPS Cork.
  • Manage all aspects of Hours, KPI Delivery, Performance reviews, Annual Leave, CPD for the Cost & Contracts team.
  • Ensure that appropriate Project Contract Strategies and plans are prepared, reviewed and approved for all projects in a timely manner.
  • Execute Project Cost & Contract deliverables within an agreed schedule, agreed hours and to an acceptable Quality.
  • Ensure compliance with all approved DPS Project Controls procedures.
  • Assist in establishing appropriate Contract types and Contract forms.
  • Assist with the generation of appropriate and accurate contract schedules, budgets and contract forecasts for all projects.
  • Provide all necessary information required to successfully administer project contracts.
  • Providing all necessary information required to manage and forecast project outcomes in relation to Costs, and Contracts including proactive Change Management.
  • Establish rules and methodologies in alignment with the project and client requirements.
  • Effectively support the finalisation of Budget and Contracting Plans.
  • Manage communications with key stakeholders and lead strategic commercial and contract controls within a project.
  • Provide ongoing mentoring, coaching and SME support to the contracts and commercial team members.
  • Align and drive our Continuous Improvement Culture in DPS.
  • Lead Contracts and Commercial Lean initiatives both within the department and on client projects.


Candidate Experience

  • Ideally candidates should have a third-level qualification in the relevant discipline and typically 10+ years’ procurement/cost controls experience. 
  • Ideally a member of the SCSI or an equivalent body.
  • Desirable to have appropriate Contract and Project Management Accreditation
  • Experience working in a multi-disciplinary design office or equivalent client engineering team.
  • Experience managing a team of personnel in a similar environment. 
  • Knowledge of auditing, budgeting, estimating, and forecasting.
  • Experience in Contracting and Procurement for the pharmaceutical or a related industry is essential.
  • Knowledge of lean working practices.
  • Ability to work in a in fast-paced working environment and meet deadlines.
  • Excellent interpersonal, organisational, multitasking and communication skills.
  • Strong presentation skills.
  • Self-starter capable of working on own with minimal supervision and capable of supervising direct reports.
  • Strong attention to detail and reporting skills.
