Carlos Pascoal Joins DPS Group as Director of Construction Management Projects

22 November 2019

DPS Group,a privately-owned, global engineering, procurement, construction management and validation (EPCMV) firm serving high-tech process industries, today announced that Carlos Pascoal has joined the firm as the director of construction management projects. In his new role, Carlos will be responsible for all construction management (CM) projects in New England for DPS. Reporting to Carl Bradbury, senior director of construction at DPS Group, Carlos will oversee all field staff in the CM group and work closely with clients to ensure the successful execution of capital projects.

Pre-construction is a proven way to proactively identify challenges in the design and overall project execution. DPS starts pre-construction during the feasibility phase and completes it in detailed design. These activities allow DPS to put in mitigation plans, permitting, procurement strategies, and defenses in place early in the project, resulting in a positive impact on the project. During construction DPS oversees procurement, construction management and administration, environmental health and safety (EHS), onsite supervision, and jobsite safety services.

“It was very clear to me from our very first interview that Carlos had everything we were looking for to fill the newly created role of director of CM projects,” said Carl Bradbury, senior director of construction at DPS Group. “Carlos is a strong program and project management professional skilled at fostering new and existing client relationships to ensure the successful execution of capital projects. His experience with a local design/build firm dovetails nicely with our service offerings. We are excited to have Carlos on board and look forward to his assistance in growing our CM group to better serve our clients.”

A chemical engineer who started his career with Dow Chemical, Carlos has over 20 years of experience in process/facility design and management of cross-functional teams for both the design and construction phases of capital projects. Prior to joining DPS Group, Carlos served as the vice president of operations and business development at a local design/build firm who specializes in industrial facilities. As the lead process engineer on a $30 million high hazard (H-2) process facility in Rhode Island, his role included material and energy balance; utility sizing; equipment selection and procurement; PIDs for process; and the commissioning and startup of utility and process systems. Carlos transitioned to a project management role where he was responsible for the overall design quality for all disciplines (mechanical, electrical, I&C, architecture, structural, and civil) for a $30 million multi-phase fast-track project in Mass.

A seasoned project leader with a demonstrated history of working in the construction industry, Carlos has extensive experience delivering “fast track” projects that require pre-construction services in order to meet project milestones. His project portfolio includes chemical/ industrial manufacturing facilities with a focus on high hazard environments, clean rooms, labs, facility renovations, and clean manufacturing. Carlos is uniquely adept at guiding clients through a project cycle including scope definition, feasibility studies, concept designs, detailed design, construction, and turn-over.

He earned a Bachelor of Science in Chemical Engineering from the University of Massachusetts, Lowell. Carlos is a member of the American Institute of Chemical Engineers (AIChE) and the International Society of Pharmaceutical Engineering (ISPE).

Serving high-tech industries around the world, DPS Group delivers full-service engineering across a range of disciplines, including project management, procurement, design, construction management (CM), health and safety management, commissioning, qualification, and validation (CQV), and facility start-up.
